・１９９０年代を通じたマグロの値下がりに大きな役割を果たしたと見られるのが、低価格をうたう回転寿司チェーンである。１９５８年に大阪に初登場したといわれる回転寿司。現在は全国に約４千店あると推定されている。草創期に当たる６０年代、郊外などに出店範囲を拡大した８０年代に続き、９０年代後半からの低価格志向時代が第三次の回転寿司ブームと言われている。

・この第三次ブーム、一皿百円という分かりやすい価格体系が生み出したもの。大手のカッパ・クリエイトが９７年に一皿百円の均一メニューを導入して以来、各社がワンコインの価格で追随。回転寿司のネタが百円というのは半ば常識となってしまった。

・アジ.サバなど寿司ネタには近海で獲れる鮮魚が多い。近海魚はその日その日の漁獲変動が大きいだけに、まとまった量を調達しにくく、回転寿司チェーンでも卸売市場の仲卸を通して買う。仲卸の企業規模は小さいため、大量仕入れを理由に値引きは応じないのが実情である。

・輸入業者からマグロを直接調達・・・・・回転寿司業界の激しい安値合戦の裏側を探ると、マグロ・マーケットのトレンドが見えてくる。最近の安値をリードしているのがキハダマグロ。これは、スーパーの店頭や回転寿司などで最も多く扱われているメバチマグロの輸入量が９９年の大きく減ったことが影響している。世界的にマグロ漁獲高が落ち込んだことなどから、日本に輸入されたマグロ類の量は３０万トンと前年比２５％減った。この穴を埋めるべく、各商社や水産大手が調達したのがキハダマグロだった。当時は漁獲が多く、百グラム二百円とメバチの半額以下だったこともあり、全体の価格水準を大きく引き下げた。９０年代末、東京の渋谷をはじめ回転寿司激戦区で数百席規模の大型店舗競争が勃発したのもこの頃。

・地中海産の半養殖マグロ！・・・・・高品質を訴えて固定客を着実に伸ばしているのが、地中海産養殖クロマグロである。蓄養マグロといっても「半養殖マグロ」回遊魚であるマグロが沿岸に近づいたところを網で囲い込み、そのまま浜の近くに持ってくるものだ。

・今では、蓄養マグロというと、地中海産というのが常識。価格は１キロ４千～５千円程度で、東京・築地市場などに出荷される国内漁業者が漁獲した本マグロに比べかなり割安感だ。水揚げされる本マグロは高値が一キロ１万円以上、安値が千円程度と極めてばらつきが多い。当然、脂の乗りなど品質面でも千差万別だ。この点、畜養マグロは囲い込んだどの魚もほぼ同じ品質に育て上げることができる。
品質に比べた割安感がある言えよう。

・欧州委員会によって１９９７年７月に発表され、９９年３月に合意をみた、EU（欧州連合）の今後の政策方向を示した政策提案書で、いわゆるサンテール・パッケージのこと。中・東欧の加盟などEU拡大に備えた農業・農政の制度改革が必要であるとし、新たなCAP（common Agricultural polity ・共通農業政策）改革の方向性が示された。①穀物・牛肉・酪農の各部門の支持価格引下げ。②引き下げにともなう所得補償は抑制し、受給の上限を設定。③一定の制限、規則の範囲内で牛肉酪農部門の奨励金や直接支払い金の支払い権限を加盟国に付与。④共通地域政策の効率化・簡素化を図り、環境保護や景観保全に寄与する農業への直接所得補償制度を強化。２００２年中に見直すことがアジェンダ２０００で合意されており、０２年７月に欧州委員会は改革案を発表、０３年６月の農相理事会で次の内容で合意した。①補助金は作物ごとの生産規模と切り離して過去の実績に基づき固定支払い②補助金を段階的に削減して農村開発に充てる。③農家への補助金支給額は環境や食の安全基準の順守状況を踏まえて計算。④乳製品などの買入価格を引き下げ穀物は現状維持。中東欧諸国が現在の農産物価格水準のまたEUに加盟すれば、農業財政の破綻は避けられず、一方EUの支持価格水準を中東欧水準に一気に大幅に引き下げれば、現EU加盟国の農業がたちゆかない。WTO農業交渉や中東欧加盟国問題を抱え、EU農業・農政は難しい選択をせまられた。

・２００１年１１月にドーハでの世界貿易機関（WTO）で決定された、新しい貿易のルールづくりの交渉。２００２年１月に貿易交渉委員会（TNC）を設立し、交渉を開始。２００４年末までに終結する。今回の新ラウンドは、農業などの市場開放・自由化の促進と、通商ルールの整備・強化が二本柱になっている。日本の課題は、農業分野では守勢、通称ルールの強化では攻勢と両面作戦で臨むようだ。一方、米国は競争力のある農業やサービスの市場開放に関心が高く、通商ルールの強化は望まない方向だ。新ラウンドはウルグアイ・ラウンド以来の包括的通商交渉で、ＷＴＯ新加盟したばかりの中国や台湾も含まれている。

・地域通貨・・・とは、特定の地域内でのみ流通する通貨で、各地の市民団体などが発行し、福祉や環境保全などにサービスを提供した対価として受け取り、自分も助けが欲しいときにはこれを使う相互扶助の媒介手段。米国では１９８０年頃から広がり、ボランティア時間を換算する「タイムダラー」が有名である。日本でもここ数年、各地で発行する動きが広がり、愛媛県関前村の「だんだん」、滋賀県草津市の「おうみ」、千葉県の「ピーナッツ」などが有名（「　　」）内は通貨の名称）。２００２年１月の中央教育審議会の中間報告ではボランティア活動の活発化のため、１８歳以上の個人にボランティア活動歴を証明する「パスポート」を地域ごとに発行し、実績に応じて特定のサービスを受けられるシステムを提案。「地域通貨」などを活用すべきとしている。

・経済特区・・・（special economic zone)・・・・・人件費や土地代などが安く生産コストが低減できる国や地域を求めて日本企業が生産拠点を海外に移転させる、いわゆる産業の空洞化の懸念が高まっていることを背景に、経済産業省は日本国内に企業を誘致する「経済特区」の検討を進めている。経済特区とは、地域に限定した法人税減税・補助金・規制緩和などで企業・大学・研究施設を戦略的に誘致し地域経済を活性化しようというもの。具体的には、法人税率の引き下げ、設備投資や研究開発費を対象とした減税、工場用地所得金の一部補助や事業認可の簡素化などの規制緩和が検討される模様。大阪府・三重県・青森県などで地方税減免などの経済特区構想があるが、財務省は、「税の公正・中立」の立場から消極的な様子。今後の調整が待たれる。

・最後まで諦めない・・・・・指導者は最後の最後まで志を失ってはならない。

・関が原の合戦に敗れた石田三成が捕らえられ家康のところへ送られてきた。その時に家康の家臣本多正純が三成に、｢戦に負けたのに、自害もせず、おめおめと捕えられてくるなどとは、武将の心がまえに欠けるではないか」といった。すると三成は、「人手にかからないように切腹するというのは、雑兵のすることだ。ほんとうの大将は軽々に命を捨てずに最後まであきらめず再起をはかるものだ｣と答えたという。あるいは、斬首の直前に柿をすすめられ、体に毒だからと断ったところ、みなが笑ったので、「大義を思うものは首を切られる直前までも命を大事にして、本望を達することを心がけるものだ」といったともいわれている。
・三成が家康を相手を戦を起こしたこと、またその戦の進め方などについては、昔から是非いろいろに論ぜられているようである。しかし、このように最後の最後まで諦めたり志を捨てることのない態度には、非常に学ぶべきものがあるように思う。三成自身も本多正純にいっているのだが、その昔伊豆に平家打倒の兵を起こした源頼朝は、緒戦に惨敗し、一命も危ういところを朽木の洞穴に身をひそめて、辛うじて難を逃れ、後再び兵を挙げて今度は首尾よく天下をとったのである。もし最初の敗戦に「もはやこれまでだ、名もなき者の手にとらわれるより、・・・・・」などと考えて、切腹していたら、後の彼はありえなかったわけである。だから何事によらず、志をたてて事を始めたら、少々うまくいかないとか、失敗したというようなことで簡単に諦めてしまってはいけないと思う。一度や二度の失敗でくじけたり諦める
というような心弱いことでは、ほんとうに物事を成し遂げていくことはできない。世の中は常に変化し、流動しているものである。ひとたびは失敗し、志を得なくても、それにめげず、辛抱強く地道な努力を重ねていくうちに、周囲の情勢が有利に転換して、新たな道がひらけてくるということもあろう。世にいう失敗の多くは、成功するまでに諦めてしまうところに原因があるように思われる。
・もちろん、ただいたずらに一つのことに頑迷に固執するということではいけない。あくまで変化に応じ得る柔軟性というものも一面きわめて大切なのはいうまでもない。しかし、一たび大義名分を立て、志を持って事にあたる以上、指導者は、一パーセントでも可能性が残っている限り、最後の最後まで諦めてはいけないと思う。

・正しい信念・・・・・指導者は何が正しいかを考えつつ信念を養い高めなくてはならない。

・ケネディがアメリカの大統領だった時に、ソビエトがキューバにミサイルの基地をつくりかけたことがあって、それが９０％近く完成したころにアメリカの知るところとなった。その時にケネディは、ソビエトの当時のフルシチョフ首相に、「アメリカの目と鼻の先にあるキューバに基地をつくられてはアメリカ国民として非常に不安であり、困る。だからこれを撤去してもらいたい｣と申し入れた。さらに、「もし、あなたの方でいついつまでに撤去されないのであれば、アメリカの手でみずから行います」ということを断固として伝えた。その結果、いろいろのいきさつはあったのだろうが、結果としては、フルシチョフも「自分の方で撤去しましょう」ということになったのである。
・これがいわゆるキューバ危機であるが、この折ケネディは、場合によっては一戦も辞せずという覚悟で、艦隊を出動させ海上封鎖を行ない、いわゆる臨戦態勢までとった。しかし、結局、戦争にはならず、アメリカは一兵も損せずしてミサイル基地の撤去に成功したのである。
・これはやはり、ケネディ大統領の決意がきわめて強かったからであろう。そしてその決意は、何が正しいかということを考え、それを信念をもって行なうというころからきているのだと思う。「キューバにミサイル基地ができれば、アメリカの国家と国民の安全は根本から脅かされる。これは断じて許すことはできない」ということから、場合によっては武力行使も辞せずという強い信念が生まれてきたのだろう。その信念がさすがのフルシチョフをも動かし、基地撤去となったのだろうと思う。
・もちろん、そうした信念の背景にはアメリカの強大な軍事力があるのはいうまでもない。それなくして、｢撤去してくれ」といっても、無視されるのが関の山だろう。しかし、ソビエトもアメリカに劣らぬ強国である。武力だけではおいそれとはゆずらないだろう。やはり、何が正しいかということに立った強い信念とあいまって、はじめて軍事力がものをいったのだと思う。そういうものなしの武力が必ずしも真の力を発揮できないことは、その同じアメリカがソビエトよりはるかに弱小国といえる北ベトナム相手に、大きな犠牲を払いながら、ついに勝利を得ることができなっかたのを見ても明らかである。指導者にとって正しい信念ということがいかに大切かがわかると思う。
