・中央省庁の再編にともない２００１年１月に郵政省から郵政事業庁と移管された郵政事業（郵便・郵便貯金・簡易保険）は予定通り０３年４月からは日本郵政公社へ移管された。公社化にあたっては、独立採算制が採られ、企業会計原則に基づく会計処理が実施されるなど経営の効率化が進められた。預金保険料や法人税相当の国庫納付金の当面免除などは従来通り。これまで国の独占事業だった郵便事業への民間企業の部分参入を認めたものの全国一律料金で郵便物の集配を義務つける内容など。その開放範囲が狭いと産業界では不満の声もあり、早期完全・民営化の議論も根強い。郵便預金は残高２３３兆円で４大銀行に匹敵し、簡易保険事業では残高が１２６兆円と最大手の日本生命の３倍の規模と郵政事業の優位が目立つ。

The mail deposit equals four large banks 233 trillion yen in the balance, the balance stands out in the industrial life insurance business, and 126 trillion yen and biggest scale three times Nippon Life and the domination of the postal service stand out.
