・第三セクター・・・・・政府や自治体（第一セクター）と民間（第二セクター）が共同で出資して設立する法人のこと。具体的には、民法又は商法の規定に基づいて設立された法人のうち、地方公共団体が２５％以上出資している法人である。この２５％以上というのは、複数の地方公共団体の合計でも構わない。この第三セクターは、民活法やリゾート法が成立したことを契機に一時は全国的に急増したが、放漫経営が目立ち、経営不振に陥った例が多い。１９９９年に民間資金等の活用による公共施設等の整備等に関する法律が成立したが、これは、民間企業の経営ノウハウで公共サービスを積極的に行えるようにする法律である。東京都などで導入されたが、多くの県や市で導入が検討されている。
