・国庫支出金・・・・・使途を特定して国庫から自治体に支出交付する資金の総称で、一般には国庫補助金と呼んでいる。地方財政法ではその内容・性格により、①自治体が実施する事務の経費の一定割合を国が義務的に負担する国庫負担金②特定の施策の実施の奨励や財政援助のための国庫補助金③国が行うべき事務を自治体に処理させる際の必要な経費を支出する国庫委託金④奨励的・財政援助的補助金に区分している。国庫支出金は２００１年度純計決算額の１４.５％をしめ、重要な財源であるが、主管省庁がその交付を通じて自治体の事務運営を細かく規制しているので、その整理合理化など改善策が要請されている。しかし、各省庁の権益の壁が厚く、加えて国会議員が国庫支出金の交付決定に一役買おうとしたり、さらに個々の自治体も実際には国庫補助金事業に依存し、優先しがちであるので、その改善・合理化はなかなか進まない。政府の地方分権推進計画でも、国庫補助金については５年程度の終期を設けるサンセット方式の推進を図るなど限られた幅の改革にとどめられた。ただ長期にわたる公共事業を再評価し、その事業を中断する場合には、それまでに交付された補助金は変換しないことと、されたことや国が箇所付けを行わない統合補助金の創設などは、評価される。
