・金融システムを安定化させる目的で金融機関に対して公的資金による資本注入を行うこと。１９９８年の金融機能早期健全化法に基づき、２００１年３月末までの時限的な措置として導入され、金融機関の発行する優先株、劣後債、劣後ローンを預金保険機構が整理回収機構を通じて購入するという形で行われた。１９９３年３月、都市銀行など１５行に対して総額７兆４５９２億円の資本注入が行われた後、２００１年３月末までに地方銀行や第二地方銀行１６行に対しても資本注入が行われた。０１年４月以降は、改正預金保険法に基づき、首相が議長とする、金融危機対応会議が金融システム危機の恐れがあると判断した場合には、預金保険機構の設けられた金融危機対応勘定を発動して、①経営危機に陥った金融機関への資本注入②破綻した金融機関の預金保護③破綻した金融機関の一時国有化に充当できることになっている。上記会議で資本注入を認定された金融機関は、役員の退任など経営責任を明確化した経営健全化計画の作成を求められる。０２年１０月に金融庁がまとめた金融再生プログラムでは、自己資本不足などに陥った金融機関に対して必要ならば現行法の下で公的資金の注入を行うことをうたっている。なお、金融庁は公的資金注入をうけた銀行グループで０３年３月期決算が赤字であった先に対して、黒字化に向けた業務改善命令を８月に発動した。
