・最近問題となっている渡り・・・（天下り）・・・真剣に考え議論していかなければならないのでは！
・とりわけキャリア組の国家公務員が退職すると、勤務していた行政機関と密接な結びつきのある企業や国の機関、公益法人などの幹部職につくことがある。これを、一般に天下りとよんでいる。各省庁では事務次官が決定すると、その同期の他の職員は勇退するのが慣例である。このようにして勇退した職員は、関係機関などへ再就職することが多いが、これを天下り人事という。国家公務員法第１０３条は、「職員は、離職後２年間は、営利企業の地位で、その離職前５年間に在職していた人事院規則で定める国の機関又は特定独立行政法人と密接な関係にあるものにつくことを承諾し又はついてはならない」と定めている。ところが、この規定はそれほど効力を持っているわけではない。実際はそれほど厳密ではなく、柔軟な運用がなされているのだ。具体的には、離職時に属していた機関からの申し入れにより、人事院が承認すれば、民間企業の役職などに就任できるのである。また、公社・公団・事業団・などの政府関係特殊法人には、天下りに関する規定がないことから、特殊法人などへの天下りは特に多い。こうした天下りは不公平であり、また公明正大な行政を妨げるおそれがあるという観点から、批判の的になっている。天下った高級官僚は短期間で職を変え、そのたびごとに退職金を得ることがあるが、このようなことは、一般の国民の論理とはあまりにもかけ離れている。一方、逆の概念として、民間企業から中央省庁に出向して、公務員として働くこともあり、こちらは、天上がりとよばれている。
