・経済特区・・・（special economic zone)・・・・・人件費や土地代などが安く生産コストが低減できる国や地域を求めて日本企業が生産拠点を海外に移転させる、いわゆる産業の空洞化の懸念が高まっていることを背景に、経済産業省は日本国内に企業を誘致する「経済特区」の検討を進めている。経済特区とは、地域に限定した法人税減税・補助金・規制緩和などで企業・大学・研究施設を戦略的に誘致し地域経済を活性化しようというもの。具体的には、法人税率の引き下げ、設備投資や研究開発費を対象とした減税、工場用地所得金の一部補助や事業認可の簡素化などの規制緩和が検討される模様。大阪府・三重県・青森県などで地方税減免などの経済特区構想があるが、財務省は、「税の公正・中立」の立場から消極的な様子。今後の調整が待たれる。
